ARTICLE I - NAME:
This organization shall be called the Rensselaer Outing Club,
Inc., whose initials shall be "R.O.C."
ARTICLE II - SEAL:
The seal of the Rensselaer Outing Club, Inc. shall be:

ARTICLE III - PURPOSE:
The purposes of the Rensselaer Outing Club, Inc. shall be:
1.) To further outing activities among the students at Rensselaer
Polytechnic Institute by:
a.) Organizing and conducting hiking, camping, foldboating, canoeing,
skiing, mountain and rock climbing, cycling, snowshoeing, cave
exploring or other similar trips;
b.) Creating school interest in the principles of conversation
of natural resources;
c.) Instructing its members in first aid, correct camping customs,
and forest fire prevention.
2.) In general, to do all things necessary and proper to carry
out the above purposes, subject to such limitations as may be
provided by law.
ARTICLE IV - AFFILIATION:
The Rensselaer Outing Club, Inc. shall be a member of the Intercollegiate
Outing Club Association (I.O.C.A.) and as such shall send representatives
to the annual I.O.C.A conference, and abide by all laws laid down
by that organization.
ARTICLE V - PUBLICATION:
The Cairn editor, who shall be elected in accordance with article
X of this constitution shall be responsible for publishing an
R.O.C. newsletter entitled The Cairn. The purpose of The Cairn
shall be: 1.) to inform all interested parties of the activities
of the R.O.C.; 2.) to discuss any matters that the Cairn editor
deems of interest.
ARTICLE VI - MEMBERSHIP:
Membership in the Rensselaer Outing Club, Inc. shall be governed
by the following rules and regulations:
1.) Membership in the Rensselaer Outing Club, Inc. shall be open
to all undergraduate students, graduate students, faculty members,
employees and alumni of Rensselaer Polytechnic Institute.
2.) An applicant for membership shall submit a written application
to the membership chairman, as furnished by the Rensselaer Outing
Club, Inc. Such application when properly filled out, shall be
approved by the membership chairman. Upon payment of the initiation
fee and dues, the applicant shall be considered a member of the
Rensselaer Outing Club, Inc.
3.) The dues of the organizations shall be payable once a year,
and shall be $2.00 per year, in addition to an initiation fee
of $1.00.
4.) Renewal of membership shall be automatic upon payment of current
dues.
5.) To obtain the status of an active member and to gain the privilege
of wearing a R.O.C. patch, a member must participate in three
accredited R.O.C. trips in three different activities, including
at least one overnight camping trip and shall be recommended for
active membership by a member of the Executive Council. The Executive
Council shall determine what constitutes an accredited trip, except
square dances, which shall not be considered accredited trips.
6.) To become an honary member, a person shall have distinguished
himself by exemplary service to the club or to the outdoors and
shall have the unanimous approval of the Executive Council.
7.) A voting member shall be an active undergraduate member or
an active graduate member.
ARTICLE VII - EXECUTIVE COUNCIL:
The Executive Council of the club shall consist of the club's
president, vice-president, treasurer, secretary, Cairn editor
and two members at large. They shall be elected annually in the
manner in Article X of this constitution for a term commencing
at the close of the election meeting of the following year. If
a member of the Executive Council ceases to be a student at R.P.I.
or is ruled, by R.P.I., to be ineligible to hold office, his position
shall be considered vacant.
Meetings of the Executive Council may be called by the president,
a majority of the Executive Council, or a petition signed by 25%
of the voting members of the club. Every member of the Executive
Council must be informed, in advance, of every Executive Council
meeting. All business of the Executive Council shall be transacted
at Executive Council meetings. All motions (except those for honorary
membership) must receive the votes of the majority of the Executive
Council to be passed. Minutes of the Executive Council meetings
shall be read at the following meeting of the club.
ARTICLE VIII - BOARD OF DIRECTORS:
The business affairs of the club shall be managed by a Board of
Directors, consisting of three members, all of whom shall be over
21 years old and at least of whom shall be a citizen of the United
States and a resident of New York State and who need not be members
of the Rensselaer Outing Club, Inc. Such directors shall be elected
at the annual election meeting and shall hold office until their
successors are elected.
Each annual budget of the Rensselaer Outing Club, Inc. shall be
submitted to the Board of Directors for approval, before its submission
to the Rensselaer Student Union.
ARTICLE IX - ADMINISTRATION:
The general administration of the club shall be vested in the
Executive Council, consisting of the officers and members enumerated
in Article VII of this constitution. The duties of the Executive
Council, which may be delegated to one or more committees, chairmen,
trip leaders, other members of the club, or the entire voting
membership, shall consist of the following:
1.) To supervise all club activities.
2.) To be responsible for all club finances, subject to supervision
of the Board of Directors.
3.) To plan the schedule of trips.
4.) To purchase equipment and supervise its use.
5.) To authorize trip leaders.
6.) To designate trips for active membership qualifications except
as limited by Article VI - 3.
7.) To approve honorary membership.
8.) To insure proper chaperonage of overnight co-ed outings.
9.) To make decisions on disciplinary problems, having the power
to take appropriate action thereon.
10.) To assess amount of damage inflicted upon club property or
equipment, in case such damage was a result of carelessness on
the part of a member or members.
11.) To fix the date of the annual election meeting, which date
shall be before the date set for the annual I.O.C.A. conference.
12.) To nominate candidates for membership on the Board of Directors
and the Executive Council.
13.) All duties enumerated elsewhere in this constitution.
The club as a whole can vote any action of the Executive Council or take action on any matter delegated to the Executive Council by means of a petition signed by 60% of the voting membership of the club.
ARTICLE X - ELECTIONS:
The election of members of the Executive Council and the Board
of Directors shall be governed by the following rules:
1.) Election of members of the Executive Council and the Board
of Directors shall take place at the annual election meeting.
2.) The Executive council shall nominate at least one candidate
for each position on the Executive Council and at least three
candidates for Directors of the Rensselaer Outing Club, Inc.
3.) All members of the club shall be notified of the date of the
election meeting and the nominations of the Executive council
at least 14 days before the meeting.
4.) Additional nominations may be made by any voting member after
the announcement of the election meeting and before the election.
Such nominations shall immediately be posted on the Outing Club
bulletin board.
5.) All candidates for membership on the Executive Council shall
be voting members of the club, not ineligible to hold office under
the regulations of R.P.I.
6.) Vacancies occurring in the Board of Directors or the Executive
Council shall be filled at a special election meeting by the same
procedure used to elect the members of the Board of Directors
and Executive Council at the annual election meeting.
ARTICLE XI - MEETINGS:
The club shall hold an annual election meeting for the election
of the Executive Council and Board of Directors each spring. The
annual election meeting shall be held previous to the I.O.C.A.
conference at a date and place set by the Executive Council.
The club shall also hold meetings every week unless otherwise
specified by the Executive Council. Special meetings may be called
by the Executive Council or by a petition of 25% of the voting
members or by the club's president.
ARTICLE XII - RULES OF CONDUCT:
The following rules of conduct shall be in effect at all times:
1.) Intoxication beverages and firearms shall be prohibited
on all club activities and trips.
2.) The privilege of using privately owned land shall not be abused
3.) On all trips particular care shall be given to the cleaning
up of all papers and the disposal of cans, bottles, garbage and
other refuse.
4.) On State Land, all Conversation Department rules and regulations
shall be observed and strictly adhered to. Offenders shall be
held personally responsible, rather than the club or its officers.
5.) The faculty advisor(s) shall have final authority on any matter
pertaining to the safety or general welfare of any participants
in a club activity.
6.) Trip leaders shall have the final authority on all matters
on their trips except as specified in section 5 of this article.
7.) Payment shall be made for any damage inflicted upon club property
or equipment as a result of carelessness, such amount to be set
by the Executive Council.
8.) Signees may be assessed if they fail to show up for a trip
or cancel their reservations if the club has made commitments
involving an expense as a result of their reservations. Advanced
deposits may not be refunded under the same circumstances.
9.) Neither the club, or its officers, shall be held liable for
any injury suffered by a member of the club during his association
with the club.
ARTICLE XIII - DUTIES OF THE MEMBERS OF THE EXECUTIVE COUNCIL:
The officers of the club shall perform such functions as usually
pertain to the offices held by them. The remaining two members
of the Executive Council shall perform such duties as may be assigned
to them by the president.
ARTICLE XIV - QUORUM:
The quorum for the transaction of business at the annual election
meeting or any other meeting of the club shall be 40% of the voting
membership.
ARTICLE XV - REMOVAL OF MEMBERS OF THE EXCUTIVE COUNCIL
AND EXPLUSION OF MEMBERS:
At any meeting of the club, a motion to remove a member of the
Executive Council from his position for failure to carry out his
duties in the best interest of the club, or for actions detrimental
to the club, can be brought up by a petition of 25% of the total
voting membership of the club. A full discussion of the charges
shall be held at that meeting, or at the next meeting of the club
if the member is not present at the meeting when the petition
is presented. If within 14 days of the discussion, 2/3 of the
voting members demand, by petition, that a member of the Executive
Council will be removed, he will immediately be removed of all
duties and responsibilities.
A member of the club may be expelled for actions detrimental to
the club by the same procedure as for removing a member of the
Executive Council.
ARTICLE XVI - AMENDMENTS:
This constitution may be amended by either of the following methods:
1.) A proposed amendment shall be approved at a meeting of the
Executive Council by a majority of its members. The Executive
Council shall set a date for a meeting of the club to take action
on the amendment. This date shall be within 14 days of the Executive
Council meeting and all voting members shall be given at least
7 days notice of the meeting and its purpose. If at such a meeting,
2/3 of the entire voting membership in the club approve the amendment,
it shall be considered passed. Voting may be done in person or
by written proxy.
2.) A proposed amendment shall be submitted to the Executive Council
in a petition signed by 25% of the voting members of the club.
The Executive Council shall then set a date for a meeting of the
club to take action on the amendment. This date shall be within
14 days of the submission of the petition and all voting members
of the submission of the petition and all voting members shall
be given at least 7 days notice of this meeting and its purpose.
If at such a meeting 2/3 of the entire voting membership of the
club approve the amendment, it shall be considered passed. Voting
may be done in person or by written proxy.
ARTICLE XII:
In case of conflict between this constitution and any rules or
regulations of the Rensselaer Polytechnic Institute or of the
Student Union at R.P.I., the rules or regulations of R.P.I. or
of the Student Union shall supercede this constitution and shall
be binding upon the club.
AMENDMENTS
ARTICLE VIII - THE BOARD OF DIRECTORS - 8 MARCH 1958
The business of the club shall be managed by a Board of Directors
consisting of not less than three nor more than ten members, all
of whom shall be over twenty-one years of age and at least one
of whom shall be a citizen of the United States and a resident
of New York State, and who need not be members of the Rensselaer
Outing Club, Inc. The number of members of the Board of Directors
will be determined between three and ten by the voting membership
of the Rensselaer Outing Club, Inc. Such Directors shall hold
office until their successors are elected.
Each annual budget of the Rensselaer Outing Club, Inc. shall be
submitted to the Board of Directors for approval, before its submission
to the Rensselaer Student Union.
ARTICLE IV - CLAUSE 3 - 2 MAY 1961
The dues of the club shall be $2.00 for the year, payable at the
beginning of the year, or in the case of second semester applicants,
$1.00. There will also be a $1.00 initial fee for new members.
